Gets the Python string as a byte slice.

Returns a UnicodeEncodeError if the input is not valid unicode (containing unpaired surrogates).

Converts the PyString into a Rust string.

Unpaired surrogates invalid UTF-8 sequences are replaced with U+FFFD REPLACEMENT CHARACTER.
